Recognizing these points and considering the main contradiction in China's economy at present is the long-term insufficiency on the demand side, strategic planning and long-term policy formulation should revolve around demand and consumption for long-term planning. The "Five-Year Development Plan" that solely focuses on industrial planning and promoting the expansion of the supply curve is no longer suitable for the current stage. It is essential to plan for the long term around enhancing domestic demand, especially consumption, and fundamentally, increasing the income of the entire society. In the past, we assessed GDP growth rates, but for China's current economy, which has a significant amount of cross-border investment and businesses going global, GNP assessment may have more practical significance, as Japan is a good example. This implies that our GDP statistical methods also need to adapt to the demands of the times by shifting from the production method to the expenditure method. Ultimately, a "National Income Doubling Plan" should be established, running parallel to the "Five-Year Development Plan" as a guiding principle. The period could be five years or ten years, but it is crucial to plan comprehensively around how to increase the income of the people, make it public, and stabilize expectations and boost confidence, which is the direct cause of long-term insufficient demand.
